Moscow, Russia. June 3, 2013 — Officials from three federal operators have met in Moscow to confirm their planned discussions on co-operating to create a joint system for handling emergencies. The co-operating countries are the Republics of Russia, Kazakhstan, and Belarus.
Alexander Gurko, president of GLONASS, the Russian national navigation services provider non-commercial partnership, Kenes Shangereev, general manager of Kazakh network operator NURSAT, and Alexander Kutko, general manager of Belorussian network operator SKB Kamerton, agreed to develop the emergency systems which will be deployed in all three countries.
Alexander Gurko said that Belorussian emergency system ERA RB and Kazakh system EVAK would be harmonised with the European analogue the American eCALL system. The model for emergency systems in Belarus and Kazakastan is Russia’s ERA GLONASS. From January 2017, all cars produced in the three countries of the Customs Union countries must be equipped with these telematics units.
Before that there will be a pilot zone to trial the EVAK system in Kazakhstan. It was also announced that in 2013 two operators will organise a compatibility test of the Russian and Kazakh systems.
The meeting’s participants also discussed the possibility of creating different services. They will work together on new projects including toll road systems, and monitoring vehicles – for example trucks carrying dangerous and heavy loads.
